Steam download stopping at-9924sp

It is as if steam is just stopping and starting the download over and over. Steam download stopping if the issue is with your computer or a laptop you should try using reimage plus which can scan the repositories and replace corrupt and missing files. Steam maxes out my connection so if steam is downloading nobody else can browse or use the internet. Anyone else getting random stopping when downloading games. Makes it so that downloads take as long as are a slow wireless. My download of this stops at 100% and keeps on going and you cant play it. This should force steam to continually download that one game.

Then starts up again so it ends up looking like this. Basically, when updating or downloading a new game, it begins downloading, but then slows down and stops. Download stop at 100% and says it keeps downloading. Click the play button and leave the downloading game dialog up. Steam download keeps pausing itself or something help. This works in most cases, where the issue is originated due to a system corruption. I did move out my dota 2 beta because i didnt feel like dling it again. Its a workaround and only works on one game at time though. No one seems to actually know what causes or on what basis steam pauses and schedules downloads. Steam simply doesnt respond to commands to stop downloading for me, sometimes it takes several minutes to pause a download, sometimes it just doesnt ever stop. My connection is slow, but while doing direct downloads off the web, or anywhere else for that matter, it is a constant speed.
